Pastor Clifford O. Chappell
Pastor Cliff is the second child, first son of
Otis and Mary Chappell. Born in Folsum,
Louisiana and raised in Northern California and
Southern Oregon with his three sisters and one
brother. Although raised in the church, he did
not accept the Lord until he was 21 years of age
while serving aboard a US Naval aircraft carrier
during a Mediterranean cruise. A month after
his very radical salvation experience, he was
baptized and filled with the gift of the Holy
Ghost. After four years in the US Navy which
also included nine months in Viet Nam, he was
honorably discharged.
After his discharge, Pastor Cliff went on to
earn his Bachelor of Science degree in
Civil/Structural Engineering from Oregon
Institute of Technology in 1980 and worked in
his profession in the energy industry for 20
years. He has worked as a design engineer,
Plant Engineer and the Sr. Project Manager on
the development of major, multi-million dollar
power projects located in the US, Canada,
Philippines, India, Brazil & Turkey. He is the
president/CEO of COC & Associates Consulting,
Inc in Vancouver, WA which he founded in 1999.
Diana was born in Seattle and raised in Yakima,
Washington with her two younger sisters. Diana
was educated at Yakima Business College, Yakima
Valley College and Mt Hood Community College.
Diana is employed with the USDA-Rural
Development as a Loan Officer. Diana was saved
and filled with the Holy Ghost at an early age
and accepted her call to the ministry as a
teenager.
Pastor Cliff and Diana were married in 1975.
They have three children, Andrea Brown and
husband, Pastor Tanton Brown of Orlando, FL.,
Cliff II (RIP-2009), and Byron Jason of
Vancouver, Washington and four grandchildren.
Pastor Chappell has been in ministry for 35+
years, was ordained as an elder in the Church Of
God In Christ in 1984.
Pastor Chappell has an apostolic anointing upon
his life and is especially anointed and gifted
by God to bring out the message of abundant life
contained in Scripture in a simplistic, powerful
and revealing presentation.
Pastor Chappell founded and pastored the
Abundant Life COGIC in Casper, Wyoming in 1985
and the Rhema Christian Center COGIC in
Vancouver, WA in 1997. In February 2002, merged
the Rhema Christian Center with The St. Johns
All Nations COGIC at which time becoming the
Pastor of St. Johns by taking over the Pastorate
from his father, Supt. Otis Chappell and founder
of St. Johns, who was experiencing failing
health.
Pastor Chappell is intentional about growing a
multi-cultural, multi-ethnic church, and has a
passion for racial reconciliation, stamping out
domestic and sexual violence, and seeing broken
hearts healed through the incarnate love of
Jesus Christ. He lives in Vancouver, Washington
with his wife Diana of 36 years.
Pastor Chappell serves in several positions in
the Oregon Northwest Jurisdiction as District
Superintendent of the Love District in; the Dean
of the C.H Mason Jurisdictional Institute;
Chairman of the Jurisdictional Ordination Board;
Chairman of the General Assembly; Executive
Board Member; and other adjunct ministerial and
community positions ie Co-Director of L.E.A.P.
of Faith; Advisory Council Member to The
Institute for the Theology of Culture: New Wine
New Wineskins; Oregon Coalition Against Domestic
And Sexual Violence : Community Of Color Task
Force Member. He received his Master of
Divinity Degree in May 2011 from Multnomah
Biblical Seminary.
Pastor Cliff and Missionary Diana Chappell have
been the featured speakers across the country at
various retreats, seminars, conferences and
special services with special theme emphasis
associated with marriage, men, women, business,
church development and growth, and others. They
come well qualified as a ministry team to
address the many needs and challenges facing the
church today and to lead the church into God’s
prophetic anointing, which is essential for the
spiritual health and growth of the 21st
Century church.
